New rx 470 8gb no signal with hdmi on monitor

I just bought my pc it's brand new I installed windows on it I played some games then randomly my monitor turned black and then a no signal as if my cable wasn't connected popped up. And that no signal its still there I tried switching cables, monitors, everything and still not working and I think it's from my gpu anybody please help me I spent all my money on my new pc and it doesn't even work..

I also want to make clear that I tried reseating the ram and gpu and still not working.

it is possible to get parts dead on arrival, do you have a friend's system to possibly test with?

Draws 400 watts under max load, for reference.

Have you got integrated graphics in your CPU? Then you can try removing GPU & resetting BIOS, to make sure GPU is the problem

Yes. I tried booting with on-board graphics and worked. The gpu it's the problem.
