Is it safe?

As long as it provides enough power you shouldn't have issues. You will get a popup to say that there is insufficient power to run this device or there is a problem with the last device you connected

so i have a Logitech keyboard, which requires 1/2 usb ports for the usb pass through.

and i have a usb hub, can i plug the usb cable that is used for the pass through to my usb hub?

You can, especially if the USB hub is a powered one (uses a power adapter).

its standard mini usb connector > usb 2.0 > pc

as long as you dont buy actual garbage, USB is pretty resilient. worst that's gonna happen is a "usb device has caused an error" popup. i've actually accidentialy shorted out USB peripherals before, and nothing has died yet...

anyway to test the power, to see if its enough

plug it in. if it works with no errors, it's enough, if it gives you an error, it's not.

 

if you're scared of something breaking if it doesn't get enough power, it wont happen. unless you jam in the ports and snap off the usb header there is a next to 0% chance that it will damage anything
