Old and busted

Hello, my name is Steve. I am new to this forum, but have watched tech tips for some time now. Any help would be greatly appreciated. #1: I am not able to identify this board. My knowledge is limited. I can diagnose with the proper knowledge/help. But I am not at all familiar with this setup. I know this thing is ancient, but I would like to get it working to have something to mess around with. 1.7 ghz celeron Intel cpu. I know, terrible. But regardless, my #2: issue is I have no video output. #3: I also believe something on the motherboard, is not getting power. Every fan works except the fan on the cpu. Power for that comes from the board. All other fans are hard wired to the power supply. This setup is beyond what I am comfortable with tinkering w/o knowing what to do. Thank you in advance for your advice, I have more pics if needed.

Whatever pics you need I can give you. I'm not sure what exactly will help you as far as the text you need. But I'll pull the motherboard if I have to to get them.

I have found the specs I needed, and a possible replacement for the motherboard. Trying to keep this a retro setup. I would also like to try to repair the board if possible. I am familiar with a multimeter and have the ability to solder if need be. I know there are different voltage components and would like to avoid frying any of them. I am looking up schematics, but any extra help would be greatly appreciated. Thank you for your advice.

So far I've gathered that this is an 02 production, 4 core 1.7 ghz, 1.75v  Willamette Scuzzy workstation. With 10 overclocking speeds ,ranging from 1.8 ghz to 2.8 ghz. I know, not at all that impressive compared to what is available today. I would just like to restore it if possible. This was a C.A.D. and editing workstation. Please correct me if I'm wrong. Also I noticed a jumper wire on the back of the board. Can anyone tell me what reason this is done? The trace is cut and redirected.
