R9 280 performing better than RX 580?

Moved to i73930k and new motherboard and issue went away.

As the title says, my Sapphire R9 280 is getting more fps than my Gigabyte Aorus RX 580 8G.

 

For example if I play Battlefield 5 at minimum settings I get around 80 fps with the 280, but barely 20 on the other card. I tried reinstalling windows, drivers (used DDU), and the game. Each of them are not overclocked in AMD's tuning section of driver software, or at all for that matter. Temps are sub 70 on the 280 and sub 80 on the 580 so it is not thermal throttling. I'm starting to think the problem is with hardware and not software, which surprises me as the card is only a few years old. Any thoughts?

Well the 6600 was not bottlenecking either GPU, but congrats!

I've an Aorus RX 580 and I can tell you, that is a horrible card. The cooling is really bad and the fans are loud and barely move any air, so it's probably just thermal throttling.
