Grime-Looking Residue on AIO CPU Mount & Cover

Just did a quick clean on the inside of my computer and came across this grime-looking residue on the AIO CPU Mount & on both the inside and outside of the Mount Cover. Has anyone seen this before or know what is causing it? Is this evidence of a leak? Should I be concerned?

Are you in a smoking or vaping household?

I wpuld guess its vape residue being sucked into the area by the fan on the block. The Aio is otherwise fine
