haha. you can get 100 fps in cs:go on a potato, but you can't get 100fps in red dead redemption 2 on liquid nitrogen cooled 2080ti.

it will run well at 1440p on a mix of medium and high settings...expect around 60 to 70FPS average.

it's gorgeous though...i'm playing it on my system i use the optimized settings that hardware unboxed suggested and it's epic...i get anywhere from 65 to 90FPS depending on what is going on...i use an heavily overclocked GTX 1080ti with 5ghz 8700K...your CPU might be a problem in some areas though...newer games LOVES 6 or 8 core processors with hyper-threading.

There's also a competition aspect. Without competition prices rise, which is part of the reason the 2080 parts are as expensive as they are. 

 

Notice just how much activity there has been in the $200-$300 range? That because AMD is producing competitive Radeon cards in the sub $500 market, so nVidia has had to reduce prices and bump performance to start ahead of them. With the 3080 Ti and Big Navi around the corner, we will likely see serious moment in the top end as well.

Yeah, it is, but not usually within a few months. Video cards are released, on average, on 2 year release cycles. Making right now, a real poor time to buy a flagship card.
