steam workshop offline?

hi im new pc gaming, so i downloaded some maps of left 4 dead 2 , but i cant play these maps offline, this maps are from workshop custom campaings, 

 

is here a way to play workshop custom campaing offline or internet is obligatory.¡?

 

when i go offline my tweaks and my 2 favorite custom campaings desapear.
