Technically speaking yes it can but its at the limits of DP 1.0 and 1.1 so if the cable is really crap..really really crap ..it may have issues, otherwise it should be fine.

 

The DP standards are more an issue with the hardware on the device rather than the cable.

DP operates at fixed speeds so it doesn't matter whether something is close to the limit or not. 1080p 120 Hz and 144 Hz for example will both use HBR mode and so they'll both be signaling at the same rate, so the "stress" on the cable is the same. 144 Hz being right on the edge of the limit does not make it less stable than something with more margin like 120 Hz.
