custom installer for emulator

hello,

I want to make an installer that will install an emulator and a rom together that when you click on the shortcut for it the emulator will automatically open the rom

I have no idea how to do this

 

(ps both me and my friend have the game and i will be using a legal backup from my copy of the game)

 

plz help
