New PC for my Granddad

My Granddad needs a new computer, he is an old photographer and is currently trying to scan and sort all of the pictures, negatives, and slides he has made over his career. Once he does that he likes to play with them in his old copy of photoshop. His current machine is over 10 years old and it was pretty bare bones when he got it. It has been a long time since I've built a computer but I'm sure I can still do it given enough time. Can someone please recommend either a prebuilt or what I would need to buy to build him one that will do what he wants. As far as price is we are looking around $700 or less. It doesn't need to be a super powerful option but something relatively quick with a good amount of storage.

~~90% agreed. I would go with SSD instead of mechanical drive. And use the old HD from the old Pc if space is needed. Else just removable storage.~~
