Will a fan header power these OEM lights

The voltage should be written on the LED strip itself, I can't see anything from these blurry pictures, though since it's using a Fan Header then it *should* be 12V but OEMs break standards sometimes so I can't be sure.

I don't think you should put RGB into fan header. It should go into RGB header on the motherboard.

Il try that as I put it in the OEM machine and it works

That’s not very good sign tbh, I would try to double check everything, all cables etc, make sure none of them are melting

nott sure what the small black wire that jumpers two connections together is for (fan headers usually dont need that to supply power to the port (it could be shorting to the PWM pin on the fan header-not needed for that light)
