FPS Stuttering On all Games, despite fairly high end rig

Hello, hoping you can help with a persistent problem I have been having for over a year.
I have been experiencing stuttering in games recently, but it performs a little oddly: The game will run perfectly smooth on the highest graphics settings but will occasionally freeze up entirely for a brief moment before continuing smoothly. Audio continues through the stutter. Some examples are shown in videos below:

Please note this issue is not isolated to multiplayer and also occurs on singleplayer games. I have noticed on windows task manager that there is a drop in performance of the GPU when stutters occur as seen in this screenshot.

The specs of my PC are as follows:

  • AMD Ryzen 5 2600x (6 Core) CPU 
  • AMD 5700 XT(Recently replaced my RTX 2060 GPU)
  • 16GB of Corsair DDR4 RAM
  • Games installed on a SSD
  • Windows 10 
  • B450 Tomahawk Motherboard (MSC7-02)
  • CPUTemp is normal and not the issue.
  • I use a 75Hz, 2560x1440p monitor

 

 

Here is a list of some fixes I have tried to no avail:

  1. Adjusting the page file values and location in various ways
  2. Changing Bios to XMP settings
  3. Underclocking
  4. Updating Drivers (Including using DDU to wipe any old driver issues)
  5. Fully reinstalling windows and wiping all drives to factory settings
  6. Buying new components to the point I have a new PC. This includes, GPU, CPU, RAM, Motherboard, PSU and case for better ventilation.
  7. Cleaning all components
  8. Trying different PCIE ports
  9. Using malware/antivirus
  10. Using Intelligent Standby List
  11. Toggling VSync Settings
  12. Confirmed it is not network lag
  13. Tried giving PSU dedicated wall outlet
  14. Memory in correct slots on board, in Dual etc.
  15. Got GPU RMA'd incase that was the issue.
  16. Checked windows power settings
  17. Disable background apps
  18. Disabling in game overlays

Try something like razor game booster to disable all applications during gaming as something might be messi g with it 

 

if that works then try reinstalling windows 

 

also try task manager and setting games to high priority 

 

and also disabling all the startup programs you don’t need
