CPU would only bottleneck a bit at 1080p (you'd probably hit 120fps or so in faster running titles, vs the 144+ a higher CPU will do, only an issue if you're playing at 144Hz). It includes a solid cooler too, so you don't have to worry about buying one. Mobo is solid, 16GB RAM is fine for most use cases. Case is about as cheap as you can go and still have a decent one, PSU is a solid budget unit and has enough wattage for that CPU and GPU. Then you could move over the storage from your current PC to avoid more expenses. 

I won a ROG Strix Gaming Advanced RTX 2080 Super, and I was wondering what the power requirements are for it. 

Now, I'm still rocking a Lenovo ThinkStation S20 which has a Geforce GTX 970 in it right now. The question: is my PC able to use the new card, or will I have to wait to get a new build?

 

To avoid the "what are your specs" question, I have attached my pc specs from Speecy, via a text file.

If any other info is needed let me know. I really want to use this bad boy.

You'll likely need an upgraded powersupply, infact almost certainly you will.

The cpu will heavily bottleneck in games, and a 2080 super is complete overkill for just 1080p. the card is really meant for 1440p+

 

I would recommend something along the lines of upgrading the power supply and throwing a 2070 super or 5700xt if you want to save a little and are willing to take the 15% performance drop from the 2070s to the 5700xt

First of all I couldn’t find anything about the psu which you using, can you please tell me the brand and exact model? 
Next on the list, this gpu is quite powerful, believe you will be heavily bottleneck by you cpu which is xeon old gen and also 6gb of ram, some games using more than that easily. If you really want to take full advantage of the gpu you’ll have to upgrade all of that. Cheapest option will be probably Ryzen, just depends if you ready to invest some money into that or not.
