The backplate isn't doing nothing, it's also holding thermal pads to the back of the mobo to cool the VRMs

kudos for finding a picture showing its back, but no it doesn't help with VRM cooling. You can refer to backplate's effect on VRAM cooling on graphics cardsfor this since graphics cards start having backplates first. If they used a backplate full of fins then maybe it will help, but as flat as it is now it's just a heatsoak, soaking heat without actually getting rid of them.

 

Trying to cool something through I think a 6 layer if not more PCB is just ineffective.

Hey browsing the internet and came on this post. My thing right now is that II have a 3900X with an MSI MEG ACE. If I wanted the 3950X it is recommeneded to upgrade to the 3 Tier S+ motherboards?

Only if you are planning on doing LN2 overclocking with a 3950x.  If you're planning on running it stock, or with mild overclock, or even with heavy overclock (and you have good case airflow and some air passes over your VRMs) than your current board is more than enough.

Awesome! Thanks for the response. I really wanted to keep my current board as I have it filled the way I like with 3 nvme and 4 ssds attached. Would of wanted more SATA like other boards but I'll live.

All current draw figures are based on Prime95 small FFT with AVX unless otherwise specified, in other words the worst case scenario. Only the top end SKU of CPUs in the same generation and core/thread count configuration is named, others share the same rating. Zen scales down frequency and voltage according to EDC (current limit) and TDC (thermal limit) settings of the motherboard so in theory you won’t cook the VRM of any board at stock, you just lose frequency.

I'm a little confused about how this tiering works. Is a motherboard lower tier simply because of that current draw value?

Ehm... so the board can power your CPU well and it can reach its max potential? This is not the only factor for getting the highest performance through overclocking (i.e. memory tuning) but that needs actual testing, would be great if I'm sponsored to do so but so far I'm not.

Came across a Biostar X470 ITX board, ~ 100 USD locally, so, cheaper than other AM4 ITX boards (the asus A320 itx is even more expensive, than this Biostar X470..)

Do I assume it correctly, that it is recommendable up to 6-8 cores, without OC, or with slight undervolting? I was unable to find any reports on the board on reputable sites. But I guess, it must be okay-ish for a 2600x-2700x.

It's even worse than the Gigabyte B450 ITX board due to weaker powerstages and smaller heatsink. Expect a lot of undervolting with a 2nd gen Ryzen 7 (if not even underclocking) and some for Ryzen 5.

Where would the ASRock X570 Phantom Gaming 4 fall on this tier list? If it's performance is comparable at all to the Phantom Gaming X PCPartPicker has the 4 for under half the cost as the X.

 

Edit: Looking more closely at the list I'm going to guess that the Phantom Gaming 4 is the same as the PhantomK4 in the C tier

I bought ASUS TUF GAMING X570 PLUS WIFI for my 3900x max EDC is 240A and it is quite sufficient. But for WC could not be enought. 
I have Dark Rock Pro 4 cooler. Cinebench R20 max temp = 74-77C and EDC around 80-95% @ 4.3GHz @ 1.304V so if some of you consider higher voltage IMHO you should get 300A EDC.
