I always say go with the biggest option your budget can handle. The 360 will give you much more thermal headroom and will also allow the fans to run at a lower RPM making the machine more quiet.

3700x = 87w max under stock settings, 240mm would be fine for that but so would a decent quality air cooler.  For overclocking go for the 360mm.

I cool a 2700X on a 120, so I think a 240 will be fine for a 3700X
