Need Help Picking Parts

I'm a professional E-Sports player who plays fortnite/csgo, i currently own a 240hz monitor and looking for a gaming/streaming pc that could handle 1080p while keeping my refresh rate not dip below 144hz. I want a PC that can run sharp high quality 720 60fps. If i get nice highlights on Twitch i want to transfer it to my Youtube Channel.

I will give you an idea of what i want but you guys can refeer me to what i may need.

Build #1

Ryzen 7 2700x or 3700x (this is 575$ in NZ while ryzen 7 2700x is around 350$)

rx 5700 xt

16gb ddr4

Ryzen 5 2600

rtx 2070 super

16gb ddr4

 

If you give me an idea of what specs are better or if a second pc is better please tell me below. 

*I want to have sharp quality stream that looks good in 720 60fps or 1080p. My Internet is around 100/30*

 

Additional Question:

Since having a dual PC is supposedly better, do i need to build a PC with a GPU included? I just want the best of the best streaming PC that isn't way too expensive, i want to stream and have a good looking, sharp image stream.

Build no 1 would be your better choice. The 5700XT is only about 10% away from the 2070 Super.
