I have an ASUS b450-f with a Ryzen 7 2700X and 16 GB RAM. I was messing with the RAM speeds in Ryzen master, restarted, and now, when I turn it on, fans spin, everything lights up, no beeps, but the DRAM Light turns on and stays on for however long the system is on.

Try resetting the CMOS. Either look for a CMOS Clear button on your motherboard (if it has one) and press it, or unplug the system and remove the coin cell battery for a few minutes and insert it again.
