My upgraded RAM is not performing at the correct frequency

When I look in Task Manager, it says the speed of the new RAM is 2800, just like the old RAM. Should it not be 3200? I currently only have the new RAM installed. The old RAM has been removed as the PC would not boot with both types installed (which really surprised me).
The motherboard is Asus Z170 Pro Gaming.
The new RAM is installed in the third and fourth slots. The old RAM was installed in the second and fourth slots.
install the new one in second and fourth as well. go in bios and enable XMP
