AMD R9 380 Series- One fan keeps restarting

Hey. One fan of my R9 380 series GPU is just restarting over and over. It also makes a little noise when it restarts like it stops hard or something... I bought this fan on ebay like a year ago and it had new fans. Ran really good until recently. 

I am decent with computers but not amazing with fans. My room has good temps lol

I attached a system information screenshot and PSU 

Things I have Done

cleaned fan and whole pc

tried msi afterburner & fanspeed

made sure bios is updated

got the fan out and re screwed it in perfectly

formatted my whole pc and reinstalled windows

changing pci e slots ( card takes two 6 pins) i just put them the other way and it didnt do anything

 

 

 

 

Things I want to try

replace bearings in fan?

 

the above video shows a possible fix. I cannot get there however in my amd program. It updated since the video. If anyone has any way to do that without going on the software, let me know so i can try please!

I have also done what a lot of videos on youtube said to try and nothing worked for me.
