so I discovered the gpu riser I was using prevented the middle fan from spinning, which may or may not have been the cause of all my problems. However in my defense,

the gaming x 2080 has an aggressive  fan curve that leaves the fans off until you hit like 60C, however I'm at 37C and the fans are at max speed and the gpu is running at 1500mhz instead of the idle 300mhz even though all my programs are closed. opening task manager shows no programs utilizing the the gpu as well.

I’ve disconnected my pc from the internet and that didn’t solve any issues.

No I set it to prefer maximum performance like a month ago, this didn’t start till yesterday so I’ll set it to adaptive and see what comes of it.

going to have to retract my 'solved' from earlier, ran a game in 8k as a test and then closed the game, and 5 min later the fans have not slowed down in the slightest

so after some further inspection, it's only the 3rd fan furthest from the i/o that ramps up
