Full system restore?

Old PC will be a hand me down to my little bro was thinking of doing a full system restore to give it to him all fresh? That a good route to go or is there a different way?

Just do a clean install.

I like old-ass keyboards, Volvos, Thinkpads, and fountain pens.

clean install would be better.
