Turning an old computer into a server

I used to own a CSGO server a while back. It was a small 20 person DM server that had night themed versions of existing maps. How possible is it to rig up an old office computer (4th gen i5 with a GTX 780, 8 gb ddr3 ram.) and turn it into a server? I saw the listing on eBay for a solid price and I want to know what I need to do to it to make it server fit.

Computer specs: i7 8700, GTX 1650 OC 4GB, 64GB 2666 MHz DDR4 RAM, Asus B360M-A Motherboard, Acer GN246HL Monitor.
Hardware: Razer Blackwidow V3, Razer Deathadder essential, Kraken Tournament Edition Headset.

biggest issues likely will be upload speed and DDos protection.

Totally possible. Server doesn't really need a GPU, iGPU is just fine. 8 GB RAM should be plenty for a CSGO server. But as @GDRRiley said, stable Internet is key.
