Games with fullscreen capped at 60FPS??

So as a title says games capped at 60fps. Tried many many MANY tips, YouTube videos and still couldn't manage to fix that, the most important thing is that its only capped at 60fps in fullscreen mode, in windowed mode it goes above 500fps.
Vsync is turned off;

Frame limiters turned off;

Single display (60Hz, but for example in League Of Legends with Vsync turned off my fps goes well above 150, but in Counter-Strike 1.6 its stuck at 60)

Any help will be greatly appreciated!

Something on your PC is limiting the FPS...

It could be a GPU driver setting,a setting in Windows,thrid party software that has the option to limit FPS,

There are a lot of possibilities.
