PC starts without pressing the power button, bootloops without post

CPU: E8400

GPU: Gigabyte GT240

Motherboard: Custom Fujitsu thing

PSU: Corsair TX650

Ram:Crucial DDR2 512MB 667mhz

 

Hey,

So i got a Fujitsu prebuilt from a relative with the diagnosis that it "doesnt turn on" when i got it home i plugged it in and experienced what is shown on the video below, ive tried swapping the ram, diffrent PSU and CPU, but it keeps bootlooping even with the front IO unplugged. Now im pretty sure the motherboard is dead but just to check here. It may not be obvious on the video because of the terrible sound but the psu fan ramps up till the pc shuts down and reboots

If it's powering up without pressing the button, then chances are the system has a short.

Pull mobo out of case, place on phonebook, plug in and see what happens

Well now the fans dont ramp up but it still bootloops. It also still powers up without pressing the power button
