higher end pc has low FPS

so ive noticed that after i got my i7-9700 ive had a lower fps on game like GTA 5 or TWWH 2 or witcher 3, i average between 40 - 60 FPS and in games like GTA i cant run the game on high settings otherwise my FPS can dip down to as low as 30 FPS and i dont know why 

 

specs:

GPU: EVGA GTX 1080 SC

CPU: i7-9700

PSU: 600W  :(

MOBO: ASUS PRIME Z370-P

RAM: 24GB

 

ask any questions you have about my rig or cooling etc and ill answer, im really confused as to why i can have these parts but cant run certain games in 60+ FPS its really quite concerning

At what resolution? for 1080p/1440p this doesn't sound right at all, check HWiNFO to see your CPU clocks/temps/GPU clocks and RAM speed

i dont have a good monitor so my main monitors resolution is 1920x1200

i do check my temps often and my i7 has reached high temps of 90C but i average 75C

Another thing that might help pinpoint the problem is checking your CPU/GPU usage and frequencies during games. One of my systems way back when would have terrible gaming performance while watching YouTube videos because of a driver issue.

What cooler do you have for your i7?

90C is not normal.

 

use msi afterburner to monitor gpu, cpu usages and clock speeds. See if they are normal.

gpu should be close to 100%,

cpu way below it.

 

and clockspeeds should match stock atleast.

 

Try turning off power saver mode for both windows and nvidia control panel. As perhaps your gpu or cpu is failing to run at normal speed.
