Anyone know where I can buy a i9-9980HK chip from?

It's a mobile chip, you can't just buy it like that. Besides, why would you even want to?

Chips like this can only be bought in bulk from Intel, or on second hand sites where people are selling it for some reason (possibly desoldered from a laptop, possibly done poorly).

Only if you can desolder and solder BGA-packaged processors.

You would be unable to use it even if you bought it.

The only way to use it in a desktop is to get one of those bizarre BGA to LGA adapters, like what Linus reviewed a few months back, and then hope your motherboard has the proper microcodes for that processor to boot.  And it would only even work within the same generation, e.g. 7820HK->Z170 Kaby Lake (or Z270), 8950HK Z370 (Coffee lake).

For laptops, you would need a BGA reflow station, and you are not going to be able to afford one of those unless you're lucky enough to be working for a company that has one.  BGA stations are nothing like trying to solder a capacitor or SMD to a motherboard.
