If you know about minecraft a lot you would know that 9900k's is not the best for it when your server has optfine enabled. If you are running a server with optfine it will use all cores and threads so a better cpu choice is like and this is overkill 2x AMD Epyc 7742 on 1 motherboard. even then there is more pluses+ he wont need that power spliter board. so lets rally the troops and get higher cores counts in there.

Theres war more to a server than just the CPU. You have to take into account RAM, its speeds, storage options, internet connections, ect.

Epyc would be better, it has far, far greater IO (16x PCIe bandwidth) (so greater storage, internet, etc.), greater RAM bandwidth (8x3200mhz vs 2x2666), ECC support. But it does cost a lot more. The Epyc 7262 or perhaps some of their 1P procs would be better than a pair of 9900ks.
