GTX1050TI fans are NEVER spinnig.

Today my new parts came in (CPU,mobo, ram and case) so it was time to upgrade my old pc. Everything went smooth and upon booting up the system for the first time I noticed that the fans are not spinning (even under heavy load +70C). GPU is working fine in terms of display. Even on startup the fans are not spinning at all which is weird.
Here is the list of what I tried to do:
1. Rebuild the system again.
2. Checked 14 times that all cables are connected (Yes, I counted)
3. Unplugged and plugged again GPU
4. Cleaned GPU using compressed air.
5. Checked fan control cables
6. Checked if the fans are working on their own (I connected them to 12V, they were working fine)
7. I think I have updated everything I could.
8. Used MSI Afterburner to 'force' spinning
9. Restarted bios
Its been 6 hours and I have no idea what else I can do.. Fans were working perfectly before I changed the case, cpu, mobo and ram.


Specs: 
- CPU: i5 9400f 
- GPU: Palit GTX 1050Ti 4gb DUAL OC
- MOBO:  MSI B360M PRO-VDH 
- Ram: HyperX Fury 2x8GB 2666MHz 
- PSU: Corsair VS550 (550W)

Just the gpu fans?  Case fans but not gpu fans? Cpu fan?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Other fans are working perfectly. Just the GPU fans.

70C is still ok though. Did you check if they still spin on your old setup?

Just checking, you're referring to the GPU fan connector to GPU board connection, right?

 

Did you try a clean GPU driver install?

 

If yes, and they don't spin when set to some value manually in Afterburner, then it might be a dead fan header on the GPU.  Since you said the fans work when connected to a stand alone 12V source that means the fans themselves are fine.  If a clean driver install (DDU) doesn't fix it then it sounds like a hardware problem.

So a silent gpu that never goes above 70c.  Win?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I turned off the benchmark when it hit 71c. It would reach 100 in give or take 15 seconds.

Ill have my friend who is into fixing hardware to take a look. Hopefully he will be able to fix that.

This might be a case where the GPU fans have been disconnected inside the GPU. See if your friend can find out if that's the case. It's a relatively simple fix.

Well, check that your gpu satys under 90c without fans spinning in heavy benchmark. If they go more than 90c (they wont go so fast that you do not have time to close the benchmark)just close the benchmark LOL.

It does NOT stay under 90c. Just checked it.

Ah.  Well that’s not a win then.


There are better things to check first and better people to tell you how to do that, but if they don’t work I’ve got a weird one:

this one is stupid and very rare, but I’ve seen it happen.  It’s a variant of “is it plugged in?” The fan set might possibly not actually be plugged in to the gpu.  GPU fan cables just dangling.

Did you check the voltage at the 6 pin power connector?
