1. Is it safe leaving my desktop unplugged overnight? And will my pc be damaged from a power outage when shut down?

Yes

No. A power surge maybe, but not an outage.

 

EDIT: As a caveat, do not plug-unplug-replug in a very short period of time unless you have to. There's a surge protection component in the PSU that can burn out if you do this rapidly multiple times.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

the cheap ones are garbage

the average ones are garbage too, false sense of security

getting a good quality one, a brand name one is the way to go
