I don't know when it would happen for those CPUs, but we sort of already have budget 6 core chips with the Ryzen 5 series. The 1600 and 2600 can be pretty cheap these days. I've seen the 2600 available for $110 USD. Of course, you also have older chips, such as the older Xeons that still hold their own pretty well.聽

I'm probably mis-reading the question in that I'd consider "low end" to be i3/R3 level.聽When do we expect the next process shrink? I think that might be the technological change to enable it.

If low end is meant to be the level below that, we're looking out even longer.

Actually, there might be one area where we see higher core counts earlier, with Intel's... I forgot the name of it. They want to use a mobile inspired big.LITTLE approach. Currently they're showing off a CPU with 4 atom cores and one big core. Only 5 cores, but intended for lower power use cases, while having a big core for some heavy lifting when required. This approach might see core counts go up faster than if all cores were the same.
