Top row of numbers randomly don't work (more inside).

This started a couple of weeks ago. The top row numbers of my keyboard will randomly stop working. However, this is not a hardware issue as far as I can tell. The issue also happens on my mouse (corsair scimitar). If I hold shift and press the top row, symbols will be typed, however very, very slowly; like it's lagging. When I open Switch Hitter while this is happening, it shows that my keys only go "up", as in it's not registering a down press. 

 

The issue will go away on its own, and does not seem to be tied to anything. It can happen while gaming, browsing the web, typing, etc. If I sign out the issue is also resolved. I have done scans with rkill, malwarebytes, adwcleaner, and defender; all have found no issues. I have uninstalled and reinstalled keyboard drivers, also to no avail. 

I'm at a bit of a loss, really don't want to wipe the computer to try and fix this.

Check your region settings for windows are correct

They are correct. That also wouldn't cause it to be random like this, to my knowledge. I have tried changing the region to see if that would "fix the issue", but it does not.

It could be the mobo for example though. 

 

What are your full specs and Windows version and did you try with generic Microsoft drivers?

 

A re-installation of Windows could also fix it possibly (as a last resort)

I am currently using the generic windows drivers, and have been before. Thing to note is that it's not only affecting the keyboard, but any input device that uses the top row of numbers.

Do you by chance remember if you happened to plug anything else into your PC that might have conflicting drivers with your keyboard when this happened? A different keyboard, mouse, controller etc. @Uzrathixius

I'm not actually trying to be as grumpy as it seems.

I can and have, they work as expected. Unfortunately this isn't an easy thing to diagnose, as it can go hours or possibly days without occurring, or at least noticing.

Nothing new has been plugged in, nothing about the system has really changed. I've installed games here and there, but that should have no affect.
