Internet connecting to location 2000km's away

When I speedtest on my phone I get 40mbps down and like 5 up. I live in Perth, Australia and the speedtest on my phone connects to a perth server but on my pc connects to an Adelaide server which is like 2.5k km's from where perth is and only giving me 15mbps down and 2 up pls help.

 

Think it could be dns or some shit because i changed it to 1.1.1.1 but changed it back and it still has the same problem.

 

It's almost as if it is trying to vpn to another locaiton even though i dont have a vpn installed on my pc
