Have you tried to use a newer version of Ubuntu such as Ubuntu 19.10? The RTX 20 series of cards are relatively new and Ubuntu 19.10 will probably have better support for them. You might also try remove one of the cards if a newer version of Ubuntu does not help.

Workstation:

Intel Core i7 6700K | AMD Radeon R9 390X | 16 GB RAM

Mobile Workstation:

MacBook Pro 15" (2017) | Intel Core i7 7820HQ | AMD Radeon Pro 560 | 16 GB RAM

Boot with 'nomodeset' kernel option and then install the Nvidia drivers. Nouveau is the default driver and it doesn't work with RTX. Even if it did you still need to install the nvidia drivers.
