GTA IV and RDR both are too much for the 360 and PS3,

Even PCs back in the day had difficult time running GTA IV.

Those games will run with constant dips below 30 FPS on 360 and PS3.

There is no way to fix it.

For the noise you can try to replace the thermal paste,

Yes,you can put an internal HDD in it,it's 2.5" drives if i am not mistaken.

It means you can put a SATA SSD in it or a laptop HDD.

GTA IV just runs like dogshit regardless. Modern hardware is barely good enough to run it.

Hell, GTA IV just runs with an uncapped frame rate on the Xbox 360, probably as an acknowledgement that the game didn't run well.

There's a ton of games that run at solid 30/60fps locks, but the Rockstar games just... didn't. Unless we're talking about Midnight Club: Los Angeles.

The only way for an emulator to run a game better is for the emulator itself to pretend the hardware runs better. However, this can have unforeseen consequences because the game was designed with the hardware specifications in mind.

Basically, there's no real way to fix this unless you're willing to get your hands dirty in emulation code.
