Custom liquid cooling requires maintenance, this is regardless of whether it is pre-built or DIYed. As far as I know, SIs  won't maintain (as in, do annual maintenance, for example) the loop after purchase, so 1 year onwards you will have to do it yourself regardless. If you can't swallow the pill that custom liquid cooling is not "buy it and leave it", then it definitely is not for you.

Then don't, its quite simple. Isnt gonna be an issue either way. As it wont be that high end and you wont be over clocking.

Never had water damage from water cooling, but I've had water damage from a peltier (tec) cooled system. I forgot about condensation, and the CPU when idle was reaching near zero temperatures. I left the PC alone and when I came back it wasn't working anymore. I found a nice trickle of water sliding from the CPU across the PCI (yes, it was PCI in those days) slots all the way to the sound card. Good news is that after drying everything worked again. Then I used PU foam to insulate the CPU cooler, which was fine until I had to take it apart. It never worked again :)

I have spilled some water onto my psu and onto my graphics card. Some got onto my mobo once, too. It doesn't matter at all if there's no electricity in the circuits when it happens and if you dry it thoroughly before putting it back to use. You could watch jayztwocents' video in which he sprays plain and simple tapwater onto a graphicscard until it stops working. That might ease your fears.
