What is this weird PCIe device? It's listed as a graphics card on a local surplus listing, but I don't think it really is.

Can't fully see the ports, but they look like USB ports. A USB 3.0 low profile adapter, probably, given the SATA power connector at the back.

I think PCI slot power is not enough for 3.0 spec, or at least it may not be enough depending on what the motherboard manufacturer did, hence the "reinforcement".

I'm assuming the motherboard has to support usb 3.0 in order for the header to be usable, right?
