Depends on the game.

This would be quite normal on for example an 'ugly game' like CS:GO or Minecraft.

Are you actually suffering low fps?

Are you actually sure it's at 100% all the time and that's not just spikes during loading and such?

Also full specs,  games in question,  etc?

are you watching per core or overall? Are all cores there?

Seems like some settings are off.

Playing at 1080 is gonna be one issue.

How much ram? Have you reseated the cpu?

Overall all cores 100 %, I can't overclock if I do it freezes in game or the pc restarts by itself, if overclocked temps rech 80 + in game, I tried manual oc and ai oc,  also tried xmp on and off but doesn't make a difference for now everything is running stock just the xmp on

Are you getting 144 fps? That's probably going to be driven by your CPU at that resolution.

I've been playing Fallen Order at Ultra settings on a 60hz 1920*1200 monitor, and my GPU didn't even bother to spin its fans up until I got it set in triple screen mode.

With all due respect, at 144fps you are not going to get anything more by switching to AMD. Look at the benchmarks. All of the CPUs are the limiting factor at 1080p.
