On 4K most of the bottleneck wouldn't be visible.

On 1440p it would be fine, bottleneck noticable only in some games/cases but not a huge one.

On 1080p, the bottleneck would be vast in most titles. But those cards aren't even meant for 1080p.

If I pair up my core I5 9400F with rtx 2080ti or rtx 2080 super......how much bottleneck is gonna occure?

depending on the game some games are GPU intensive, some are CPU intensive. 

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

It'll be fine in games that are more GPU dependant (older AAA titles) but you might start noticing stuttering in recent CPU-intensive games such as Battlefield 5, especially if you play at lower than 1440p.
