You can call that USB 3.1, USB 3.1 Gen 2, USB 3.2 Gen 2, just never gen 10. Yes, USB 10Gbps work with that header.
Also Type-C is just the name of the connector, it is signal and software wise fully compatible with Type-A (the oldest type everyone knows), Type-B, micro and mini derivatives. That's why cables with two different connectors on each end work for USB, but not for say, VGA and DP.
Future proofing because it's Type C and not Type A is misinformed, the motherboard header itself is just USB 3.1 front panel header period, the final physical connector on the case depends on the case, not the board.

the Prime Pro is just the TUF with Intel LAN instead of Realtek and a few USB port support. I hope it only costs $20 more since they are otherwise largely the same.
