what kind of parts you should think of when you build a game dev pc i really don't know and i can't find it in the first page of google no matter how hard i try currently i have something like this in mind 

 is the GPU even that important like a gaming pc or am i just better of upgrading the cpu do i need more ram or is this enough ?

also i am working on a laptop so about the monitor i don't have one should i get that kind of gaming monitor or is there something else i am looking for

I'd recommend getting 32GB of DDR4-3600 Corsair Vengence, when It comes to game development, you'll need a lot of RAM.

that's the only reason why office PCs game so poorly, of course it's important.
