Besides the server, software etc. you're going to need a static public IP in order to make your sever visible to the world. Most ISP's do not allow residential users to have a static IP, nor do they allow commercial service at residential addresses. Before you start on the build, determine if you'll actually be able to host a public server with your ISP.

You can run a quake live server on both windows and Linux.

Linux - https://steamcommunity.com/sharedfiles/filedetails/?id=542966946

Windows - https://steamcommunity.com/sharedfiles/filedetails/?id=1410490276

You could probably run it on your home computer, and forward the correct ports so it can be access on the internet. If you wanted higher performance you could rent a server.

Do you know how I would be able to check that?

Only way to find out is to call your ISP and ask.
