I'd say 3700X, as it will be better than the 9700K when streaming (because of SMT), while also being cheaper, but you'll need to either have your retailer flash the latest BIOS onto the motherboard (since it's a B450), or also get something like a cheap Athlon 200GE to help you flash the BIOS.

The 3700X makes the most sense, best value, near the same performance to a 9900K in most cases, uses far less power, runs cooler and doesn't have security issues like the core I cpus

I would go with the ryzen option. B450 gaming pro Carbon is solid choice - if the MAX version is available to you you could grab one of those for out or box compatibility

Likely none of these, he can get away with a ryzen 5 3600 already.

I wouldn't get an MSI motherboard.

I'd probably go with the 3600 as @Princess Luna suggested. Though if you're set on getting something higher end the 9700k is solid.

Though, since you're getting a midrange CPU, the 3600 makes more sense. Plus you can potentially upgrade the GPU, which will give you a greater gain.

On the ones you listed, i would go for ryzen, cheaper and better for streaming + gaming

Main rig: CPU: Ryzen 7 3700X cooled by a Noctua NH-U14S; Mem: 16 GB(2x8) G.Skill TridentZ White 3200 MHz; GPU: EVGA RTX 2070 XC; MOBO: MSI B450 Tomahawk; Storage: XPG Spectrix S40G M.2 512GB SSD; Kingston A400 480GB SSD; 1TB Western Digital Blue HDD; PSU: Corsair CX750M Semi-modular (80+ bronze); CASE: Thermaltake Commander C36.

Secondary rig: CPU: Intel Core i7 4790 @3.60GHz(Turbo @4.00GHz) cooled by Corsair H60; Mem: G.Skill RipJawsX DDR3 16GB(4x4) OC@2133MHz (11-11-11-30 (1.6V)); GPU: None(for now); MOBO: Gigabyte Z87-HD3; Storage:HyperX 120GB; PSU: Thermaltake SmarT series 750w (80+ bronze); CASE: Thermaltake Chaser A41.
