restart your pc... then if that doesn't work, try reinstalling windows... or whatever that game is

It's called artifacting. Usually GPU issues. Can be caused by driver, overheating, bad OC or just card itself breaking.


Sometimes can be monitor, but less likely.


Not related to software or Windows.
