Fallout 3 doesn't officially support anything beyond Vista, being Windows 7, 8,8.1, and 10.

You can try some compatibility fixes, but your mileage may vary.

To add onto this, there's plenty of mods that fix these errors. Take a look on NMM, the first highly rated one worked well for me on W10.

Some hardware likes fallout 3 and others don't.

I use mods like:

CTD and Memory patch ENBoost  https://www.nexusmods.com/fallout3/mods/19369

Fake Fullscreen Mode Windowed - Alt Tab Fix https://www.nexusmods.com/fallout3/mods/16001

Unofficial Fallout 3 Patch https://www.nexusmods.com/fallout3/mods/3808 or UPDATED Unofficial Fallout 3 Patch   https://www.nexusmods.com/fallout3/mods/19122

Sometimes I avoid issues by using this.
