new cpu and mobo, can i keep my games?

Yeah exactly. So say if the games in steam, you'll have to tell steam where to find the game files. It's super easy

getting a new mobo and cpu tomorrow, can I just make a fresh install and re attach my game drives after and everything will be ok? or will my games stutter and just a bad idea?

my os is on a m.2 and I have 3 ssd's that just have games on and some monitoring software.

Then yes you can just reinstall your os on that SSD. Your other drives will stay untouched. You may just need to do some re-initialization once you get back into windows.
