Gaming 1440p. Why is terrible?

Budget 1340€

The Focus PSU has issues - replace with a TXm 550 - https://www.kuantokusta.pt/informatica/Caixas/Fontes-de-Alimentacao/Corsair-TX550M-550W-80-Plus-Gold-Semi-Modular-CP-9020133-EU-p-1-513074

The 3600X is not needed since the 3600 is basically the same thing - https://www.kuantokusta.pt/informatica/Componentes/Processadores/AMD-Ryzen-5-3600-3-6GHz-AM4-BOX-100-100000031BOX-p-1-609208

The Ventus cooler is horrible - get anything else.

Use this for a cooler - https://www.kuantokusta.pt/informatica/Arrefecimento/Ventiladores-CPU/Arctic-Freezer-34-eSports-Duo-Vermelho-ACFRE00060A-p-1-597327

Quieter, cooler and good value

An i7 would give slightly higher gaming results provided it's cooled well and has an equal GPU. But you'd also need a more competent cooler than the Freezer for the i7 and a better board. The Z390 UD is fine for an i3 or i5 but i7s aren't going to overclock that well (and if you're not overclocking, get a 9900 non-K or 3700X, the K CPUs only make sense when overclocking)

My point is - if you want best value - 3600. If you want higher end performance, look to the 3700X or 9700K. I would personally buy the 3700X over the 9700K as it runs cooler, uses less power and offers more overall performance due to the 16 threads vs 8 on the i7 (9700K has no hyper-threading). If you want to save money, get the 3600 on a B450 board. But if you want to overclock and bleed every shred of performance possible with no regard for heat, power or money - the 9700K is fine.
