Help me pick my next laptop

I'm in the market for a new laptop. I just graduated with a CS degree and want something that can do some programming work.

 

What I need:

8th/9th gen i7/i9 CPU or Ryzen equivalent

16gb Ram

A dedicated gpu strong enough to play esports titles (siege, LoL)

1080p or higher resolution

13-15 inch display

 

What I'd like:

SSD or Optane (I can also just put these in myself)

High refresh rate

IPS display

The less expensive the better

Ok, I can work with that. This laptop has a 9th gen i7, 15 inch 4K AMOLED display, 1660ti, and a 512gb ssd and all this priced well below budget.
