PC not turning ON

Need more details. What kind of computer? When you say it doesn't turn on, it doesn't get to POST? No fan noise or anything? Have you tested the power outlet?

It's not doing anything, No fan noise . Connected with UPS checked it also .

My psu is  a Corsair V450

Pull the psu. Connect it directly to the wall with nothing else connected. Jumper the 24 pin. Turn the psu on. See if the psu fan starts.

Did try connecting the CPU directly but didn't do a thing

Not sure what you mean. 

If the PSU, with the 24 pin jumpered, connected to a known good power outlet doesn't start up when powered on, the PSU is dead.

Uodate,

 

PSU is working fine.

The problem was with the switch ON pin on the MOBO working fine now
