Getting a error code when trying to do a fresh install

I had to do a fresh install because i saved a overclocked profile on my gpu that was not working and i didnt know at the time i could erase it via safe mode boot.

But now every time i try to do a fresh install i get a error code:0x8007025D.

The evo 860  now shows 480gb of storage instead of the original 500gb it had when i bought it a month ago.  And since did a advance fresh install i erased the os i had in it and all the stored programs so i cant just go back to it.   Anyone know what i can do or how i can give it thorough clean using command prompt ?

Im new to computers and any tips or advise would be greatly appreciated guys

500GB is 4xx that is how the NTFS is.  You don't get 500GB exact its like 4xx blah etc.
