PC not booting, VGA debug LED lights up

My PC used to work fine until one day it did not boot anymore.

When trying to boot the screen went black and nothing happened, but the VGA Debug LED on the Motherboard turned on. After returning the card i bought a new one.

However the Problem still exists. Out of roughly 25 boot attempts i managed to get into the BIOS once, but never into windows. However even after not changing anything after the successful boot into the bios, on the next attempt the problem was back.

When booting the CPU Debug LED lights up for a short amount of time, then turns off and only the VGA LED lights up and stays on until the PC is manually turned off, the RGB LEDs on the graphics card light up.

I tried reseeding the CPU, Ram, Graphics card and unplugged and re plugged all the power cables, tried booting the system with just one ram stick in different slots, and also putting the GPU in different PCIE slots, however the problem is always the same.

 

Any Help would be greatly appreciated.

-CPU: Ryzen 7 2700

-Cooler: Noctua NH-D15

-Ram: 16GB (2x8GB) Patriot Viper 3200MHz

-GPU: MSI Geforce RTX 2070 Super Gaming X Trio

-SSD: Samsung 860 EVO 500GB

-HDD: Seagate Baracuda 2TB

-PSU: be quiet! straight Power 11 550W (80 Plus Gold)

- Case: be quiet! pure base 600
